In Chinese, "who" is 谁. 谁 has two pronunciations. One is 'shuí '; the other is 'shéi '. Both two pronuncitations are right, and both pronunciations have the same meaning and usage.
However, there are some discourses about 'shui' and ' shei'. Most Chinese people agreed that 'shui' is used in written Chinese and 'shei' is used in spoken Chinese, particularly in Beijing. Both of these explanations are not official. In the dictionary, there is not any explanation about what is the relationship between 'shui' and 'shei'. The dictionary only mentions that "谁"(who) has two different pronunciations 'shui' and 'shei'.
For all of you, I would like to suggest that you can choose only one pronunciation that you think it is easy to remember and to pronunce. You don't have to remember both.
